EMP Newsletter 01

We would like to inform you about important changes in the ATLAS re-export control system (WKS) in connection with ZAPP and the new Export Management Platform (EMP).

The former ZAPP Circular is now called EMP Newsletter, because the ZAPP functionality is being gradually replaced by the Export Management Platform (EMP). The EMP Newsletter is also published in a new format.

As usual, the newsletter contains information about innovations in context with the Export Port Communication in Hamburg and the related customs processes.

Deactivation of ZAPP@Gate as of 31.03.2026

ZAPP@Gate will be deactivated as of the end of March 2026. The function goods movement recording for packaging companies and terminals will be covered by the Status Information of the Export Management Platform (EMP) (https://emp.dakosy.de) in the future.

Deactivation of ZAPP@Außenbord as of 31.03.2026

ZAPP@Außenbord will be deactivated as of the end of March 2026. The function goods movement recording for outboard loading by freight forwarders will be covered by the Status Information of the Export Management Platform (EMP) (https://emp.dakosy.de) in the future.

Completion of the "simplified exit proceeding" for "Bremer Schuppen"

The main customs office Bremen completed the „simplified exit proceeding“ for „Bremer Schuppen“ (packing stations in Bremen) as of 1.1.2026.

For AES procedures which have been declared and delivered in Bremen and shall be shipped in Hamburg, the AES process only starts when arriving at an authorized place of delivery or terminal in Hamburg
