1. Re-export control system (WKS) mandatory since 01. July 2026
From 01.07.2026 onwards it is mandatory to use the ATLAS re-export control system for ASumA declarations.
The transition from the EMP / ZAPP processes to the new process and the integration to the Import Platform (IMP) has worked well with the involvement of all parties. During the first 3 weeks more than 40.000 declarations have already been successfully completed via WKS.
However, some WKS related processes differ from so far used EAS processes. This will be explained in more detail below.
2. Acquistion of "Procedure transference"
During the acquisition of the „procedure transference“ the data of the summary declaration (SumA) is referenced for the creation of the exit summary declaration (ASumA).
Hereby it is important that
- the ATB or MRN was created at the customs office Hamburg (4851)
- the SumA positions and packages are precisely referenced
3. Validations for container terminals
At the request of the HHLA container terminals CTT, CTA and CTB and for the EUROGATE container terminal Hamburg validations for custody are carried out. Before the presentation of goods it will be validated if
- the positions and packages specified in the procedure transference are deposited at the terminal
- the terminal holds a loading permission for the SumA
The WKS release process in ATLAS can only start if the custody and loading permission are available.
4. Handling of consolidated container declarations at delivery on the terminal
This section refers to consolidated container declarations including at least on S-number and are delivered at the CTT, CTA, CTB or EUROGATE container terminal Hamburg.
If a consolidated container is already delivered with status „Released (RLS)“ the validations, described in the section before, are starting.
The status of the Port Order will be set back to „Not Released (NRL)” if the validations were not successful.
5. Release upon the terminal taking over custody
In case that a complete and correct WKS declaration is at hand, it is sufficient that the custody is taken over by the terminal. In such cases the error pointing to the missing custody will be resolved and the release of loading (RLS) will be granted.
6. WKS in the Export Management Platform (EMP)
The current release status, examination orders and errors are also displayed in the web application Export Management Platform (EMP).
