Re-export system (WKS) – current status according to customs website

The ASumA in the procedure EAS will be replaced by the ASumA in WKS. During a transitional period ending on the 30th of June 2026 the ASumA will be supported in both procedures. After this date new declarations can only be taken out via WKS. It will still be possible to continue processing existing transactions in EAS after this date.

The re-export system WKS is the specialist system from ATLAS to carry out summary export declarations (ASumA) and re-export messages (WAM) in accordance with the legal requirements set out in the Unions Customs Code (UZK).


Implementation of WKS in the DAKOSY Port Community System

In accordance with the Port Community System Hamburg WKS has been implemented in the DAKOSY Port Community System as follows:

DAKOSY has implemented the ASumA from WKS. The re-export message (WAM) has not been implemented. Therefore one should declare all transshipments via ASumA.

New declarations in the „non ATLAS procedure“ „MIT“ will only be accepted until the 30.06.2026 and afterwards not be accpeted in DAKOSY anymore.

The data additionally required for WKS as described in ZAPP Circular no. 48 and no. 49 can be forwarded via HDS or Port Order XML interface. WKS has not been implemented in the GM01 interface anymore.


WKS migration

DAKOSY will gradually switch over the participants to WKS. In this regard, it is important that the additionally delivered data will be sent on time before the transition period is ending (30. June 2026).

Participants who are sending WKS data via IMP will be gradually switched over in coordination with the IMP.

Detailed information regarding the migration will be communicated after the end of the test activities.


WKS validation checks for HHLA and EUROGATE

For the HHLA container terminals CTT, CTA and CTB and for the EUROGATE container terminal Hamburg validation checks are carried out for the storage. If the summary declaration (SumA) and the storage of the terminal do not match the items and packages, reported in the summary exit declaration (ASumA), this information will be communicated to the declarants. This procedure also applies for goods declared via ASumA in consolidated containers. The release of S-numbers is subject of successful validations.

The above mentioned terminals will no longer accept self-declarants (DUX with MRN) after the introduction of WKS and will reject them with an error message.


Deactivation of ZAPP@Gate and ZAPP@Außenbord is postponed to 31. May 2026

The deactivation of ZAPP@Gate and ZAPP@ Außenbord announced in EMP Newsletter 01 has been postponed to 31. May 2026.

The activation of the EMP goods movement recording and for the goods movement recording for outboard loading will be largely completed in March 2026. Nevertheless, the deadline will be extended to carry out last conversion measures which are still open.
